Therefore every suit, appeal or application for which a period of limitation is prescribed by a special or local law must be dismissed if it is made or filed after the pres­cribed period, even though limitation .is not set up as a defense. Section 4 to 24 shall apply to such cases only in so far as, an to the extent to which they are not expressly excluded by such special or local law.

Therefore, the period of limitation prescribed by any social or local law will not be extended under the Limitation Act, except in cases covered by Section 4 to 24, which have been expressly made applicable to cases under the special or local laws.
